The National Ambulance and Emergency Medical Service is a new institution established on 7 January 2021. Previously, the ambulance was a Department under the National Directorate of Support for Hospital Services. Therefore, with the Ministry of Health’s Organic Structure established by Decree-Law No. 52 / 2020 of October 21st, which amended Decree-Law No. 3 / 2019, March 5th, the competencies for the materials or services of ambulance and medical emergency were reformulated from the National Directorate of Hospital and Emergency Services (DNSHE) into an autonomous body – the National Ambulance and Medical Emergency Service (SNAEM, I.P);
This initiative aims to extend and improve the quality of the operation and delivery of ambulance and emergency medical services to the entire population of Timor-Leste.
The legal basis for the creation of the SNAEM, I.P, is Decree Law No. 25 / 2020, of 10 June, Statute of the National Service for Ambulances and Emergency Medical and Ministerial Diploma No. 47 / 2020 of 2 December, Internal Regulation of the National Service for Ambulances and Emergency Medical.
SNAEM, I.P. is a work of personalization, integrated in the indirect administration of the State, with judicial capacity assuming the nature of a public institution and in the administrative, financial and patrimonial autonomy itself. The area of jurisdiction in the National Territory and may establish its uncontracted work in the municipality and in the Special Administrative Region of Ambeno Oe-Cusse, which depends on the authorization provided by the Minister of Health.
SNAEM, I.P. superintendent and superintendent of the Minister of Health is composed of 2 bodies as General Director and Unique Fiscal. The first body of the General Director is the single executive body and is the maximum responsible for the direction and management and also represents the Institution. The second Fiscal Body is the only supervisory body responsible for the management of the finance and assets of the SNAEM.
The mission of SNAEM is to define, coordinate and guarantee the transport of emergency and emergency and first soccer, to the signs of the victim or victim of submitted diseases.
In addition, it promotes the creation of the Integrated Medical Emergency System.
To promote the communication system of emergency and medical emergency situations to the signs of the victim or victim of submitted diseases;
Promote and develop relevant norms and instructions in the area of emergency and emergency transport and first soccer for signs and victims of submitted diseases.
Establish a standard for clinical guidance relating to emergency or medical emergency activities;
Establish criteria for the provision of emergency and emergency care for the stabilization of diseases prior to the hospital clearance.
In accordance with the competencies assigned to the SNAEM Institution, I.P hopes to expand the delivery of ambulance services to the entire population in the national territory.
The ambulance service does not run alone but remains supported by the Ministry of Health as there are also a Multifunction vehicles distributed by the Ministry of Health to all the Health Centers in the national territory which also carry patients and carry out operational / logistical services in all the Health Centers.
For this reason, I would like to thank the Eight Constitutional Government for the initiative to establish the SNAEM I.P. Institution and in particular the Minister of Health for the full trust and support of the existing SNAEM structure.
It is hoped that with the establishment of this Institute although there will be a limited range of parts in terms of the lack of Human Resources, Infrastructure and Logistics Support for all ambulance services both in the National and SEMM but it is not easy to be experienced to work and should remain ready for 24 hours to provide services to the community in the National Territory.
